I don't have prophecies to test this out, but the description of this spell makes it seem like it is a PBAoE spell. If it can be cast on actual enemies, shouldn't the description read 'Target foe and all nearby foes...'? Silavor

Chilling Winds supposedly doesn't affect more than one foe for hex spells such as Shard Storm, however as this spell doesn't have a target, does Chilling Winds then affect all foes or none? --80.16.169.162 16:17, 12 February 2008 (UTC)
- Shard Storm is single-target, so I'm not sure what you're getting at.
- Chilling Winds lengthens the hex on the foe that it's on. — Raine Valen

this note: Although this skill appears to be a Water Magic Hex , it does not trigger skill Mirror of Ice , as tested on Isle of the nameless suits of armor. seems pointless to me. its the default way for this mechanic to work, the same goes for glyph of immolation - only works on the target.
