A familiar tactic

If you clear out some of the area nearby (specifically, the piece south of Sizhou Hall) and trigger the dialogue, then you can wait there while the Sensali and Ministry kill each other. After they cleared each other out, I had 3 Ministry members remaining. Blue Totoro 06:24, 14 April 2012 (UTC)
