He usually appears, but sometimes doesn't. It appears to be random, but no one has been willing to visit dozens of times to work out if there's a pattern with other NPCs appearing/not appearing at the same time. This was an issue when Nick visited the area, because the appearance of the NPCs was linked (I think if Gannel appeared, Nick did too, but if Gannel wasn't there, neither was Nick — or might have been other way round.) – Tennessee Ernie Ford (TEF) 05:34, 23 June 2012 (UTC)

Apparently, this is documented on the Pockmark Flats talk page. It's clear that there are at least two possible spawns (perhaps even 3) that affect the number of devourers and storm riders and whether Gannel appears. – Tennessee Ernie Ford (TEF) 05:38, 23 June 2012 (UTC)
