Because it is Shiro's Sword. At one time the dev's decided to be funny and introduce a req 13 weapon (like the req 15 Shiro's Blades). Let them have their fun. -- Arduin 11:42, 21 March 2010 (UTC)

From a lore standpoint, Because this and the daggers were once wielded by the most powerful mortal warrior of the human race (supposedly). As such, only someone of equal power and proficiency in said weapon should be able to wield it as said warrior wielded it. In terms of game mechanics? absolute squat.
