Reason for Buffs/Nerfs/Reverts: The following buffs to the Mesmer Class are solely for adding depth to the game. Blackout is a skill that should reward coordination and skillful use. In its current state it is merely a minor annoyance. MoR should be maintainable since the nerf. Power Block needs to be minorly buffed to further promote skill.
