Basically, you could work this like any common armor. It has whatever armor level the profession would have (ie paragons 80, sins 70, casters 60) You add a rune to it, and it matches that rune. ( give minor rune of swordsmanship, you get +2 swordsmanship)
- Why this is a good idea
- So people can wear their holiday hats in PvP/PvE instead of just towns
- In case people forget to take them off
- Why it may not work out
- Might be too hard for the designers to work out
