Wouldn't fans do very piddly damage? In Japanese lore, when they were used as weapons, they were mostly used for distraction, similar to an umbrella. Even If they had spikes or something, fans aren't very useful as a weapon, and are more sueful to disarm the opponent and catch them off guard then attack.
