Eh? A few of those off your list actually see play...
- Spell Breaker (in ha, usually on 3-monk backline and with arcane mimicry)
- Ethereal Light (on hboon bars)
- Healing Seed is a staple on HA lod bars, almost impossible to keep ghost up without it
- Restful Breeze isn't uncommon on gank bars in gvg
- Convert Hexes is/was common, take a look at the hex meta just a few months ago, everyone had stand eles with it
- Extinguish - same deal, still useful, just that condi pressure isn't in the gvg meta atm (spiritway/trappers is still meta in HA, which is why people put extinguish on e/mo's if they have a free spot)
- Mend Ailment. Obs HB sometime.
- Balth Aura is a staple on every smiting bar ever. Without question.
- Balth spirit is nearly staple on bonders (and bonders aren't rare)
- Judge's Insight is a common filler on smiting bars (usually to put on paragons)
- Remove Hex's recharge lets it see use - isn't as common as veil or cure, but is still seen.
- Cry of Frustration - was everywhere when casterspike dominated the meta. Will come back if casterspike does.
- Hex Breaker - lol?
- Psychic Distraction - you
- Shame - really
- Shatter Enchantment - aren't
- Drain Enchantment - trying
- Leech Signet -anymore
- Mantra of Earth/Fire/Cold/Lightning - these come and go with the meta. Back in SF days, mantra of flame. Next was sandstorm warder meta, every monk would be Mo/Me with mantra of earth. Rit spike? mantra of lightning.
- Spirit of Failure - common in hex teams.
- Shatterstorm - was very very very common on paragons, is rarer now, but still run
