Issue

Great speed boost, but duration is not long enough to result in much pressure and since it's down time is > 50% it needs a change or buff

Suggestion

Besides a buff a simple decrease in speed to 40% and increase in up time of 1 second, but for PvP only as i'm sure pve runners would be disheartened. For a buff scale it to critical strikes.
