Horrible DPS, recharge, conditional

Suggestion

Lower recharge to 20, up damage by 50%

Needs an aggressive buff to compete with Signet of Toxic Shock

Issue

More recharge and tougher conditional than Signet of Toxic Shock. Less damage as well.

Suggestion

Change to 1 second activation time, 10 second recharge. Change description to "Signet. Target foe takes 15...51...63 damage. If that foe was attacking that foe is Blinded for 1...6...7 seconds."
