Issue
This skill is essentially the energy engine powering the current Dervish Spike. A major check on the power of both Chilling Victory and Pious Assault is the energy cost, both of which are trivialized by Attacker's Insight. This wasn't a problem when Chilling Victory was really the only 10-energy attack worth throwing out, but now that Pious Assault is 10 as well, it saves 20 energy every 15 seconds at an investment of 5 Wind Prayers.
Suggestion
Change scaling such that the return at low Wind Prayers levels is significantly lower, or increase recharge to 30 seconds.

Leads to degenerate spike builds

Issue
Helps dervishes spike with 10 energy skills
Suggestion
Change functionality to 5 energy, 1 second cast, 30 second recharge. "For 30 seconds, your attack skills cost 5...29...37% less. Minimum cost:40%."

"No Attribute" effects are bad for the game

Issue
Saves a decent amount of energy with low attribute investment
Suggestion
Change scaling to 1...13...16 energy.
