Skill fails hard.
Suggestion
Make +40 versus all and/or enemies that hit you get slowed (via hex or cripple) for 0..1 second(s). And add +damage versus fire and/or cold or some other useful effect. Lower recharge and as well. Buff may require lower duration to balance it out.

No really use for this skill, Armor of Mists & Frigid Armor got a better recharge, AND it ends if User casts a Firemagic Spell -> So Steam isn'T possible with this skill without Glyph of Immolation
Suggestion
Maybe a dam skill would fit better something like Shell Shock, reduce high armor defense (Cracked Armor), slow targets or something, there are enough armorspells for watermagic, else elemental defense+ or like Kinetic Armor update after every skill

frigid armor can be kept up all the time, doesnt end if u use fire magic and also makes u immune to burning, this shit recharges too long and only have drawbacks. There's also armor of mist so there's really no need for this to give armor against physical damage only.
Suggestion
enchantment spell. For 1..6..8 sec target ally is enchanted with Armor of Frost and have a 50% chance to block attacks and any foe that attack that ally moves 66% slower for 1...4...5 seconds.
reduce the recharge to 20 or 25

Suggestion
turn this skill into a damage or hex spell which causes armor reduction or cracked armor on the target.

or

Hex Spell, target foe and adjacent enemies suffer 5...70 cold damage and are hexed with Armor of Frost, the next time that foe is afflicted with the burning condition that foe gains cracked armor.
