Cast time is annoying

Issue

Long cast time. Gets annoying to have to recast every minute.

Suggestion

Reduce cast to 1 second. 1 second isn't hard to interrupt but it would make this less annoying to use.

Issue

Too weak: For spells with 5 or 25 energy it works like expertise at 8 points, for spells with 10 or 15 like expertise at 10. At 16 expertise and zero energy rangers can use 5 energy skills every 2 seconds, 10 energy every 4 seconds, 15 energy skills every 5 seconds and 25 energy skills every 9 seconds. Elementalists with elemental attunement active and zero energy can use 10 energy skills after 7.5 seconds, because it doesn´t reduce the energy costs it only returns some of it. It is an enchantment and can be removed and has a long recharge.

Suggestion

Preparations have to be recast very often, but because of that are unremovable. Do the same, by turning this enchantment into a skill.
