Issue
Now that it no longer ignores armour it is a pretty terrible skill. Before it was fairly uninteresting but not terrible, now it's just terrible. Against a caster it is still fine, but against Rangers, Warrior and Paragons it's incredibly weak.
Suggestion
Every three seconds it inflicts blind for five seconds, or a variant of this. This way it still does decent damage on a caster class but it also makes up for the damage reduction caused by armour (which it no longer ignores) by blinding other classes, and forcing a monk to remove the hex or wait out the duration. It also matches the cast-and-switch style the skill currently has. Increase the recharge to prevent it from always being up. At the moment Air Elementalists already have access to two very good blinding skills. A hex based one that is harder to remove, but can't be maintained on multiple targets (which the other two can), while also being decent dps on a caster - would be a nice skill. It is elite after all. Kind of like the opposite of Spotless Soul.

Boring and useless in PvE

Issue
Damage has no AP or AoE making it useless in PvE.
Suggestion
Adding 25% AP would be imbalanced for PvP so add adjacent AoE for the damage.

Effect: Elite Hex Spell. For 10 seconds, target foe and all the foes nearby are struck for 10...21...25 lightning damage per second. This hex ends if you use a skill that targets this foe.

This way it would have sinergy with chain lightning at least... And, of course, water magic snares.

Halts continuous gameplay, as the user can't focus in a single character while using this, having either to wait until the hex ends its job or switch to another foe. That is not really good for an elementalist. When there is only one foe left, the user must choose between using Glimering Mark and skills that do not target foe or all the other skills. As a 'Mark' hex, it should have a functionality that triggers when other things happens in the target. The other 'marks' trigger when dying, receiving physical damage, taking fire damage and activating stances or receiving enchantments.
Suggestion.
Make it have a triggered functionality. But instead receiving blindness every time target foe takes lighning damage, whih may prove too much and frustrating for melee players, make it deal lighning damage every time the foe suffers from the conditions caused by air magic:
Elite Hex Spell. For 10 seconds, target foe is struck for 5...25...30 lightning damage every time he suffers from blindness, cracked armor or is knocked down. This Spell has 25% armor penetration.
That way ill go fine with the other air magic spells (and would have good synergy with other skills) instead being a skill you cast over a target you won't touch again.
