Issue
This skill was introduced to promote investment into different lines, but didn't succeed. "Elemental Attunement" is far better for energy management on different lines and you don't depend on (bad) high recharge spells to use it. That's why I want to suggest to totally rework it (copying the system of "Signet of Illusions"), to promote multi-line point investment in a different way.
Suggestion
Change it into: "Enchantment Spell. For 4...10...12 seconds, the next Elementalist Spells you cast use your Earth Magic (has the lowest amount of elite skills and this skill being in Energy Storage seems to me totally OP!) attribute instead of their normal attribute." * 5 Energy * 1 Activation * 12 Recharge (any suggestions are appreciated).

Or (modified version of Lou's suggestion):

"Enchantment Spell. For 1...20...25 seconds whenever you cast an Elementalist spell it uses your Energy Storage attribute instead. While under the effect of this Enchantment all your Non-Elementalist spells are disabled." 10e, 1c, 15r. (Remaining in Energy Storage)

Not so much as above, more that you can't keep it up all the time so whereas Elemental Attunement gives you constant energy bonuses, this is limited.
Suggestion
Decrease recharge to 20 - not too much since then it still counts itself as a recharging skill, thus helping itself. Instead increase the duration and make it scaling, like 10...26...30 seconds. This would mean it would have to be used more carefully since builds that use it will be hybrids to get the energy bonuses from it, but over-splitting your attribute points would decrease it's power. However, it's still overall a buff (you'd only need 8 energy storage to make this last longer than it did, plus you have the recharge bonus), which a cool but underpowered skill like this really needs.
