Suggestion
Make it clearly superior to conjure phantasm, since it's only a 5 health degeneration, make it cost 5 energy instead.

It's worse than Conjure Phantasm and it's an elite. Conjure Phantasm would be used over this in almost any situation. Elite skills shouldn't be lame fire-and-forget degen hexes that are inferior to other non-elite hexes. Detailed arguments
Suggestion
Revert to pre-"bug"-fix situation and fix multi-hex removal skills to be able to remove through RI. It still won't be any more imba than some other skills that were buffed.
Another suggestion
Revert to "If target foe is hexed again, RI is reapplied". The old version was hardly imba enough to deserve a nerf.

Like above, this is completely inferior to both Conjure spells, as well as Shrinking Armor because it can't even be applied as often or cause a condition. However, having this make a hex stack immune to anything but the most powerful of hex removals seems like it would be too over-powered. Changing the renewal condition (yet again) could make this more popular without reintroducing Soul Barbs abuse or Removal-immune hex stacks. As the renewal effect below is based on the target's actions this hex could still be used to cover pretty efficiently (it would always move to the top of the stack when a Monk casts Holy Veil on themselves, for example) but would also be able to pressure targets that use a lot of skills but have no way of removing hexes (Assassins, for example). They would either have to not use their skills for 10 seconds or wait for an ally to remove it - which also gives this hex a form of shut-down in the influence sense. While it could trigger Soul barbs multiple times, it could not be forced to by the caster or the caster's allies. Lowering the energy cost and the recharge make it superior to both Conjure spells by energy and superior to Shrinking Armor by degeneration and (possibly) longer duration.
