Not all that hot
Martyr, Foul Feast etc....
Any condition heavy team surely has rangers with DShot, 2 sec is just bad
Suggestion
Cast time to 1 or 0.75 and shorter recharge

OR

Shorter recharge and change functionality to: "Elite Signet. All party members lose all Conditions. Nearby foes are set on Fire for 1 second for each Condition removed in this way."

Change the functionality to: "All party members lose all Conditions. You are healed for 2...5...6 and set on fire for 2 seconds for each condition removed in this way. For each party member within earshot, Cautery Signet recharges 1 second faster.(1 Activation time, 15 Recharge time)."
In this way, Cautery Signet would be a good and useful Elite Signet, under the Motivation Line.

Isn't used. Has no real spot on the Para, or any other class really, as condi removal (why not bring the single target skills with cool secondary effects instead?).
Suggestion
2 Activation time 15 Recharge time Signet. For 15 seconds, target ally's melee attacks cause Burning for 2 seconds to his target and himself. No effect unless wielding a fire weapon.
It's a cool buff in theme with the whole Cauterization. Limiting it to melee stops it from becoming a third or fourth ranger cover condi (though I guess it doesn't matter too much since teams need mass condi removal with the ranger's current skill set anyway). The 2 second cast prevents mesmer abuse.
