Useless skill

Issue

This skill really has no place on any build except an R/P wielding a spear.

• Warriors have no use for this as they will just use frenzy, especially in high-end PvP where they have monks.
• Rangers using bows need their energy for their bow attacks and this is way too expensive for that.
• Assassins usually use Flurry or Tiger Stance as an IAS.
• Dervishes have good IAS skills on their own.
• Paragons have Aggressive Refrain.
• Casters should not be using IAS skills....

But it gets nerfed due to "thumper" builds.

Suggestion

Decrease energy to 5, increase recharge to 10, remove skill disable, set duration at 8 seconds, scale IAS from 15(0)...28(12)...33(16)%, and make it only apply to bows. Sort of like non-elite expert's dexterity without the marksmanship bonus and linked to a less useful attribute.

Bows deserve a non-elite IAS without getting nerfed because of non-ranger weapons.
