I would suggest a different approach where if a person encounters somebody from an enemy race (i.e human and charr) they would be able to attack each other at will in pve areas. this could also lead to raids which are very popular in WoW. this could also lead to a new aspect of PvP where if a a group of charr were to raid ascalon and defeat a key NPC(who would later respawn)they would be rewarded with randomy generated (but appropriate for the difficulty of certain cities i.e ascalon yields more rewards than piken square being bigger and more difficult) items, gold ,weapons, armour, etc. to the players involved in the raid. of course anybody in the town could attempt to stop the group from taking the city and lets say if the charr were to take ascalon humans would suffer a penalty for allowing the charr to take it ranging from things like decreased drops, less xp, for a while making PvP a intertwined with PvE. After all GW1 was created with PvP in mind from the very start so why not make PvP an important part of GW2? --The preceding unsigned comment was added by User:Thessassin (talk).

Somehow the idea of WoW like ganking doesn't appeal to me. Not to mention that Kurzicks and Luxons have been forcibly united under GW2s current Emperor, and that Charr and Humans might have more important worried than beating on each other, not to mention that neither side is really evil anymore. Nor would capturing other race's cities make too much sense, since it wouldn't be just Charr Vs. Humans, it'd have to be Charr vs Norn vs Sylvari vs Asura vs Human and while not everyone sounds like the get along, there seems to be a general state of detente.
