The skill is powerful indeed, but in PvP Faintheartedness is favoured over this because both additional effect (health degen) and casting time. In PvE skills like Spiteful Spirit are used a lot and this is just counterproductive. A miss hex like Reckless Haste is much more effective and therefore much more used.
