Add a rank creation option preventing from multi-guilding

As a guild leader/ major officer, I would like to get the option to bind to my guild permanently one (or more) of the many ranks which i can edit the permissions for. While this will leave common members/ lower ranks free to represent every guild they want, it will give a sense of responsibility to the guild officers and allow the guild to stay alive while little members are representing. Please notice this is in no way forcing players to represent your guild only because they may well choose not to be an officer at all; also, adding this option prevents people from bed behaviors like stealing everything from Treasure, then never represent again.
