The title of the page really says it all. A lot of nerfs for skills were directed for PvP, as they were becoming overpowered in the current meta. Likewise, some buffs were also directed at PvP skills. This began to have an impact on PvE, making some skills absurdly overpowered and others absurdly weak. What did you do? You implemented a PvP/E skill split. Take that one step further, and divide skills into individual formats for PvP.

I suggested this somewhere else, too, but it was a while back. Really, the concept is the same as before - a lot of skills have been nerfed in PvP because they were becoming overpowered. Really, these nerfs may have only been directed at one format - for instance, the Smiter's Boon and Strength of Honor nerfs were directed mainly at Team Arenas and Guild versus Guild. Under this format, Smiter's Boon and Strength of Honor could be nerfed only for TA and GvG. Because, to be honest, there's really no way to make the skills in Guild Wars be balanced in 7 different formats without all having very similar functionalities.

In summary: PvP skills would be split into 8 categories (yes, 8): RA, AB, FA, JQ, TA, HB, HA, GvG. The skills might read like "Smiter's Boon (PvP TA)". This would prevent the destruction of skills in most areas of PvP simply to balance them in one.
