There isn't much to my suggestion, I propose that some way is given to unlock the 4th anniversary storage pane for those who missed the opportunity. There are a few ways it could be done.
1. Require a linked NC account to access the storage pane. I understand this was the main motivation behind it in the first place, to encourage people to link accounts and cut down on account selling and trading.
2. Require a linked account and an account that is 1 to 4 Years old.
3. Give the storage pane to everyone during every subsequent Guild Wars anniversary. Rename it to "Anniversary Storage" instead of "4th Anniversary Storage".
3b. You could also have a mini-event for the release dates of Nightfall and EotN to give people more chances to acquire it.
4. Make the storage pane purchasable in the store. (Preferably in combination with 2 or 3)
5. Make it disappear for those that don't have it so they aren't reminded of it (please don't go this route...)
