I think you should be able to type special characters without any barriers by being from different countries.. I find it ridiculous that people ask to pay 100,000 gold for a Japanese guild tag. Also I register to America where I am from, but sometimes I like to name my characters with different languages. For example, because i have an American account on Guild Wars, I can't use ß, ä, ü, or ö. Besides the inconvenience, this could also be a interlingual-barrier for people from different speaking countries (registered to those countries) from talking to each other.
