Currently the risk:reward ratio is very low. It's very easy to get either a condition or hex, the damage is very good, and the cost is low.

Change to: 10 Energy1 Activation time2 Recharge time If If target foe is suffering from a condition or hex, that foe suffers 60...90 damage. If target foe is suffering from both, gain 5 energy.
