Free Transfer for Top and Bottom World | |

Allow the top world to be transferred from for free, or a significant discount. Allow the same discount for transferring to the bottom world.
The world regrouping seems like it may help keep most worlds well balanced against their enemies, my concern is the very top world which people may flock to so they can be on the winning realm, and the bottom world which people may flee because they are tired of always losing. Encouraging people to transfer from the top world and to the bottom world may help mitigate the issue.
Perhaps half off for transferring from top world, or to bottom world. Free transfer if transferring from top world to bottom world.
