Make Chilling winds adjacent range in PVE[edit]

Water magic doesn't see much use other than for destroyers as it is.

Chilling Winds Chilling Winds (5Energy, 1Activation time, 8 Recharge time) Target foe and and adjacent foes are struck for 25...45...50 cold damage. For 30 seconds, the next water hex targeting that foe and all adjacent foes lasts 25...85...100% longer.
