Elite drops in Not-So-Elite Areas

Would it be possible for certain monsters/enemy NPCs to be able to drop items that would otherwise only be attainable in the Fissure of Woe and/or the Underworld? Of course I would be referring to Globs and possibly Shards. :) But seriously, right now you see, quite frankly, absurd market fluctuations in the prices of these two highly sought after items (or just item --> glob). Giving the players and the game a new location for the two might help balance out the market a bit more.
