Shatter Hex Shatter Hex

It was a very, very long time ago that the AoE on Shatter Hex was nerfed from "in the area" to "nearby" because of abuse. While that was warranted in PvP it'd be nice to see the change reverted for PvE. Smite Hex on smiter monks/heroes (quite a strong build in PvE these days) costs 10 less Energy, has bigger AoE, and is in a strong PvE attribute. It loses on recharge and damage, but I'd much rather have AoE and being able to afford the skill. Ten energy would be a good medium for the damage Shatter deals. To encourage mesmers in PvE to play less like bad nukers/assassin summoners and more like mesmers needing good usage of skills, Shatter Hex can be buffed in one of two ways (or both, really; there are bigger splits like Aegis):

Current: 15 Energy1 Activation time10 Recharge time Spell. Remove a hex from target ally. If a hex is removed, foes near that ally take 30...102...120 damage.

Suggestion 1: 15 Energy1 Activation time10 Recharge time Spell. Remove a hex from target ally. If a hex is removed in this way, foes in the area of that ally take 30...102...120 damage. (PvE only)

Suggestion 2: 10 Energy1 Activation time10 Recharge time Spell. Remove a hex from target ally. If a hex is removed in this way, foes near that ally take 30...102...120 damage. (PvE only)

Applying one or combining both buffs would completely overshadow Hex Eater Vortex in PvE, so that's the second part. In either case, keep the current functionality for PvP.

Nerfed because it blew up useful water hexes, backlines, and mid/backline enchantments in one go in higher PvP. Overpowered there. Better elites to run in PvE in any case (VoR, Assassin's Promise). Revert the nerfs at minimum for PvE; the current form stays for PvP.

(PvE-only) - If Shatter Hex is knocked down to ten energy and keeps its nearby AoE, Hex Eater Vortex can be bumped up to "in the area" to make it more elite-ish, as the enchantment removal hardly matters in PvE.
