Grant Map Access to FA/JQ to PvP Characters

You can get to Fort Aspenwood or Jade Quarry through GToB fine with a PvP character, but if we had any desire to hop to the other side for any reason, it'd be easier if PvP characters would just get access to travel to each town through the map.
