Target foe loses 1...2...2 enchantments. For 3...8...9 seconds, target foe cannot be enchanted. (As opposed to Shadow Shroud disallowing targeted enchantments) While this hex is active, target foe takes 10...15...21 more damage from your attacks.
10e, 1 sec cast time, 20 sec recharge.
I think this would make it much more effective as a spike tool, giving it more usability with removing already applied enchantments and adding moderately increased damage for a short duration upon a single target (and only from you).
I'm trying to make it more effective as a spike tool because that's what it seems to have been created for in the first place.
As it is, it's not an extremely threatening skill under most circumstances, but it's elite and it needs to give off that feel of being an Elite to you and to others. (Shockwave, anyone?) And with the recent buff to eles, not counting the new millions of ways to inflict Blindness, I think this would be a welcome addition to a neglected skill that has potential.
