Black Spider Strike is currently over nerfed because it was extremely strong in the past when "black" had to off hands, now that black lotus is a lead attack, this skill remains over nerfed
Suggestion -

Off-Hand Attack. Must strike a Hexed foe. If it hits, this attack strikes for +5...17...20 damage and target foe is Poisoned for 5...13...15 seconds.
This puts it in line with Golden Phoenix, its enchantment version cousin
