There are lots of leechers in GW1 games/missions (and some griefers). If GW2 is going to have similar PvP stuff, I propose an "Exclude List" to deal with this. Each user has their own individual exclude list. If you add a user to your own exclude list, you will never be automatically assigned to the same team as that user - except perhaps for some (all?) beginner arenas/missions.

This may mean you have to wait longer before you get to play - after all if you exclude everyone around, you'll never "get in" (while the rest would be playing with each other). But at least people don't end up autoassigned to the same team as people they dislike, and so everyone might enjoy the game more.

If you or someone _manually_ puts someone on your exclude list into your team you (and only you) get a warning from the system in your chat window, but the adding still works.

The exclude should be on an account basis, and not "character/toon" just like the Friends list in GW1.

I don't think the exclude list should be too small - it should be large enough to include the possible number of leechers an average person might encounter. I'm not sure if the entries should automatically expire after a while.

Perhaps if the entries expired after a week or two, but still lots of different people keep adding (and readding) the same account to their exclude lists (or if possible "locked" them onto their lists) the Admins should probably investigate that account holder's behaviour.

Note that if there is no other easy avenue to resort to, users might choose to "Exclude" spammers as well. Which might not be such a bad thing. I don't think one has to add an "exclude reason", unless the admin workload becomes too high.
