It seems that upon release, your home city (instance) is set to your racial capital. Obviously, this makes complete sense. It doesn't seem like you can change your instance to another city, because of the personal story mechanic. If we could change to another city, all portions of our personal story that take place inside our instance would be unaccessible.
At some future point, in a far off patch or expansion, it would be nice to change where we call home. The personal story element would need to be addressed, either altering because of our choice to change cities, or simply adding another personal story to follow (both our home city and the new one), or any such combination.
It would provide more content to an expansion, plus allow players to favor the areas they like most. That could even lead to subtle alterations of the less popular cities, once data showed some being less used than others.
