Can the costumes have an inherit bonus like Norn Ranks be in Norn Territory? Example, +1 pip energy regeneration on headpiece: PvE during Halloween.
Add function to the Festival Hat Makers: For 10 Platinum and 100 skill points for each character on the account, the NPC can craft another customized festival hat in the inventory not belonging to said character/toon. As you can see, since it's 100 skill points to use per character - not a lot of people will be trading except for the person who really wants it.
