Since you requested some feedback from me my current opinion about a change to the elementalist is this: The elementalist is a profession that has seen a recent update and in my opinion does not need a large skill type change like that. If you want to see such a change i advice a rework of the "Ether" elite skills, Energy Blast is also an option but not Energy Boon since it is the doublecast of Energy Storage. I also advice to leave the "Glowing" skills as they are as well, they work perfectly fine and don't need a change just for the sake of a change (wich i tend to see as a bad thing). So basicly my advice for your arcana skills is this: make Ether Prism, Ether Prodigy, Ether Renewal and Energy Blast your arcana skills and use Glyph of Essence a glyph that synergizes with arcana. Make them 3 powerful varsetile elite skills and one non-elite skill. Also, give them functions the elementalist currently does not have instead of mimicing functions the elementalist already has, altough keeping some of the functions these skills currently have is not a bad thing either. Anyways if you change it in such a way it gives the ele something new but won't impact it's current skills too much wich have already been balanced out quite well. Ether Prism 5 25 Elite Arcane (5 seconds). You take 0...1...1% less damage for each point of energy you have. Gain 5...21...25 energy and ends early if you cast an elemental spell. End effect: deals damage to foes in the area of your location equal to 100...420...500% of the energy cost of the spell.
Ether Prodigy 5 15 Elite Arcane (10 seconds). You lose 1 hex and gain energy equal to 20...84...100% of the cost of the spell and are overcast for 3 for your next 5 elemental spells. Your elemental spells deal 0...1...1% more damage for each point of energy you have.
Ether Renewal 5 25 Elite Arcane (15 seconds). You gain +1...5...6 energy regeneration. Your next 1...4...5 spells recharge 0...1...1% faster for each point of energy you have. Foes in the area of your target take damage equal to 100...420...500% of the cost of these spells (maximum of 80).

- Right now I've been fighting with the fact that Energy Storage just doesn't have any skills in the line. There are 7 elites and 4 regulars and that doesn't fit particularly well into 5&20; it still doesn't really work even if I take all the no attribute elementalist skills (2 elite, 4 regular). I plan on leaving most of the elemental skills alone (or with only minor changes from the September 2012 update), but most of the changes will center around providing an equivalent number of skills in Energy Storage.
