Word of Censure looks kind of complicated, but still interesting. Defender's Zeal would instantly become Empathy+1. Not a good idea, especially since they'd stack. Both Balth Pendulum suggestions are nice, both of them seem pretty useful. All of your Amity suggestions seem like they'd be too strong. Being able to shut down attack skills on a monk that isn't targeting Warriors anyone is too easy, the second one is like a souped up Aura of Stability but the third one is just a targetable version of the current skill which makes it extremely easy to use when you need to stall some frontliners. Divert Hexes is fine at 10 Energy. The second suggestion for Life Barrier is "neat" but too narrow in usage to deserve using in PvE or PvP. The first is like the old Life Sheath which hardly saw use (but was more useful than this) and the third is probably what this skill should look like anyway. Your suggestion for Mark of Protection probably doesn't deserve the 1 Activation time and/or the 15 Recharge time. Your first suggestion for Healer's Covenant makes it worse. Much, much worse. The second would make it an extremely strong form of Energy management. I don't really see the problem with it, since it's obviously meant to be used with Enchantments and not a lot of direct healing. Your suggestion for Withdraw Hexes would make it pretty decent. Maybe not worth the elite in some places, but definitely better than it currently is. Wouldn't linking only the healing in the second Signet of Removal to the Enchanted trigger make more sense? Being immune to life stealing is narrow, but it would be the only counter in the game to blood spamming. It also should deserve a nonelite spot (because they can change that). Divert Hexes is a good skill for PvE but terribly overcosted for PvP. Healer's Covenant was a design flaw to begin with and needs a rework, in its current form it is either terrible or overpowered. Amity should not only shut 1 profession down, but the 1st and 3rd suggestions are fine, prot monks, well, monks in general could need the boost.
