I would say no, because flash enchantments imo should be unique to the dervish as chants and echoes are unique to the paragon. And truthfully, the skills you mentioned can all be easily precasted long before the battle begins while in the case of the dervish are skills required to be used mid combat. If enchantments fit the criteria to be used in mid combat they can be candidate for the flash system otherwise enchantments like those that can fully function by precasting them should not receive the flash enchantment function.
