There is a valid reason; it's immersion breaking. It's not just an issue of whether or not an item purchased from the Black Lion Trading Company gives the player a statistical bonus or advantage over other players (play-to-win). It's also a matter of whether or not said items break the look and feel of the game outside of the towns. ArenaNet designed the towns to be the place where such items can be displayed specifically for this reason. They have a vision of how the game should look and feel when engaging in the actual exploration, interaction, and combat outside of towns; hats and all manner of other cosmetic accessories break with that vision. I realize other games do it, but that's not the course ArenaNet has charted.
