I may not be reading your suggestion properly, but I can't quite understand what you would like to be implemented. Are you saying that there should be abilities available in PvE that don't work at all in PvP? If so, I don't think I would like that direction at all. I would like to see each profession with gameplay that is almost identical between the two styles, rather than designing in a huge disconnect between the two that causes 'end-game' to be a completely different experience. That way you can learn how to play your profession in PvE and smoothly translate your tactics into PvP to see how they fare against much smarter opponents. Small quantitative differences between PvE and PvP skill effect numbers are probably okay - but access to whole abilities seems like it would just make the transition between the two gameplay styles unnecessarily difficult.
