An Interesting weapon choice to say the least. Upon first reading this the first thing that came to my mind was the whip in Prince of Persia, The Two Thrones. But now I see that it is a further expansion upon that idea. Sure the mechanics work the same, and such whip-type weapon could fall under this category. Not only that, but they would also practically add a new melee type. So far we have your basic fighter, up close and personal, and the ranger, distanced and precise. This new weapon would need to be wielded by a combatant within the ranges between these previous two, a battlefield location never touched upon before. The users of these would not only have the benefit to hit enemies further out than a warrior can, but they would also have the con of needing to remain tactically aware of their surroundings and the distance between them and the enemy. Warriors must remain close, rangers backed away, but these whip wielders are able to cover that realm in-between. This would provide for a massive shift in the game's dynamics and the way melee combat is fought. The skills you have chosen are most fitting for such weapons. I feel not only bleeding and stuns could be used, but deep wounds and cripples might be a primary condition inflictable by these. As for a class, I can see an Adventurer class wielding these, and also having access to daggers, guns, and possibly one-handed blades. This would functionally make them more adaptable in combat distance desired than any other class. The idea is great, and it has my support.

On a side note, have you ever looked at the chain-scythe? Now I know that it is very similar to the scythe weapon itself, but this one in particular bears a close resemblance to the combat methods to other whip and chain weapons. Perhaps you can look into them and study them a bit to see if they too would be classified as one of your "Whip" weapons. I like the idea of having a whip as a weapon, i always have. Its pretty much the main reason i play Ivy in the Soul Calibur series. Which, btw, would be infinitely awesome to have a weapon similar to Ivy's in GW2. But maybe hope isnt lost for such a weapon in GW2 from the start, they might add it as an environmental weapon. Obviously i dont know the first thing about creating a game like this but, i would assume, it would be much easier or feasable to add an extra environmental weapon than a new weapon type altogether. - Jimmer123

"You come across a enemy encampment in your travels. Scouting out the enemy force, you see that they are a well-equipped elite force sent from their capital. Unfortunately for you, you have been blunting your weapon killing vagabond wildlife for the past three hours, leaving your sword to be quite dull. A small gust of wind causes something to catch your eye. To your left is a old willow tree, its vine-like branches swaying in the breeze. Seeing the vines gives you an idea. You creep over to the base of the tree, and with your sharp skinning knife you manage to cut off several of the vines from the branches. You then quickly begin to weave them together into a tight, knotted handle. After several minutes, you now hold in your hand an improvised whip of very strong yet flexible chords. taking a few small bones from your pack, you tie these to the ends of the chords. Environmental whip gains a +10% to critical hit and a +15% to bleeding duration. Uttering a few words, you pull from the mana a spell. Environmental whip gains +20 durability. You heft your improvised whip in your hand as you gaze at the enemy camp. Now you wait for the opportune moment to strike..."

A whip would be a brilliant weapon addition with so many cool ways to animate effects generated by it. Could be wielded by an adventurer class to keep an enemy held in place, or for knockdown, start bleeding, even blinding. A scholar class could initiate some cool effects extending from the whip action, like energy tendrils extending and grabbing things in an area and pulling them closer together.
