Prophecies and factions weapons can come with "weird" modifiers in place of inscriptions, I'm assuming anet just never got around to making a inscription like that C4K3 Talk 10:50, 15 November 2009 (UTC)

Not glitched. It's intended and super duper rare. I think there is or was a discussion about it on Talk:Inscription. Titani Ertan 11:39, 15 November 2009 (UTC)
