Issue at hand

Ridiculously disruptive, trolling behavior of User:Karlos, most recently regarding the IRC channel, but extending to childish behavior in general (including, but not limited to, pestering and spamming the admin noticeboard after inciting several supposed attacks). A casual glance at User talk:Karlos shows how wide-spread the disruption is... and how many people he goes out of his way to antagonize. [1], [2], [3], [4], [5], [6], [7], [8], [9]...
Much disruption goes unlinked, but finding it all would take a day or more.

Decision about accepting the case for arbitration
