It is an item in your inventory you double-click to use it. You get it/them along with quests. Elephant 20:02, 30 October 2009 (UTC)
That's the item - this is a skill.
From what I've seen, this skill doesn't actually appear. Maybe the Steward finds a way to make it into a skill rather than an item for a future quest..? I dunno :P. -- pling User Pling sig.png 20:11, 30 October 2009 (UTC)
