Patch of Grass + Ermenred is missing[edit]

Did anybody else notice that there's only one spawn point during Halloween?[edit]
I noted that no matter which district I chose (or, let the mapper pick the current one), there was only one point where I spawned: A few paces away from the Mad King's Steward.
Is this expected behavior? I hadn't noticed in previous years, but that could simply be failing memory.
Now that LA is back to normal, one goes to one of the many spawn points.
