Para has a pathetically low number of elites compared to other chars (under 20 compared to war, ranger, necro, etc. who each handily have over 30). The only other character who has such a low amount of elites is the derv. Did the creators of Nightfall just get lazy or something?

The Paragon profession was added in Guild Wars Nightfall, which was the third campaign of the series. The core professions were released with the initial release of Guild Wars in 2005, and so had an additional two campaigns to receive skills from. The developers weren't lazy; they simply had a standard regarding how many skills and elite skills are added at one time for new professions as well as how many are received by existing professions. As you can see in the first link, the core professions received about 15 elite skills each in the initial campaign. When Factions was released, the new professions (Ritualist and Assassin) also received 15 elite skills, while the older core professions received only 10. Nightfall then followed this same criteria, with Paragons and Dervishes receiving 15 elite skills and all others receiving 10. Hope that cleared things up for you.
