Environmental changes

I was vanquishing Unwaking Waters when I couldn't kill the one group on the path traversed during the Unwaking Waters mission, so I couldn't complete the vanquish. Then I read the note that was on Unwaking Waters (explorable area), so I abandoned Outcasts in the Quarry from the quest log before trying the vanquish again on the same character and this time they didn't spawn.
