From the above update:

  • Items and skills that improve skill activation time can no longer stack higher than 25%. Single effects that improve skill activation over 25% can exceed this cap. (Fast Casting is not included in this cap.)

That means a HCT mod can still halve casting time (single effect can exceed the 25% cap), but the subsequent HCT mod will not stack with it to improve skill activation with 75%. This means dual HCT works the same as dual HSR.
I just spent 21 (7 cycles) minutes non-stop casting 2 second fire spells at the Master of Damage with a 40/40 Fire set. There are distinct animations for 2 seconds casts, 1 seconds casts and 1/2 second casts. All I've seen are 2 second and 1 second cast animations. According to my math, if QCT was still possible, it should happen 1 in 25 casts (4%, or .20*.20*100%). Let's say I did 20 casts per minute (very conservative estimate), that means 420 casts, that would mean only a 0.0000036% chance of me never getting a QCT (if it is possible and the chance is 4% each cast: 0.96^420*100%). I'll take those odds and say QCT isn't possible. Judas 00:46, 26 May 2011 (UTC)

I'm convinced. I think we should preserve the article and mark it as historical. (Since it was only expected 4% of the time, it only mildly discourages the use of double HCT 20 sets, including 40/40.) — Tennessee Ernie Ford (TEF) 00:51, 26 May 2011 (UTC)
Maybe someone else wants to do some research to be sure :). Judas 01:12, 26 May 2011 (UTC)
