Conditions are skills. Although there are a little over a thousand skills that can be used by players, the vast majority are system-only skills that can only be used by administrators (and not on the live server) and by triggered events, like this one. I don't know it for a fact, but I would suspect that many elements we take for granted, like damage and armor, are skills as well. It's how I'd do it, anyway. –Jette 19:28, 26 August 2011 (UTC)
