Question

I understand several of these runes on diferent armor parts don't stack but does this stack with Tanzit's Shield for a total of -40% blindness duration?

Runes don't stack with other runes, but they do stack with item mods. So yes, you get 40% reduction when using Clarity + a shield with that mod. ~Shard 22:43, 24 December 2009 (UTC)

Note of Clarity(pun!), it will not be 40%. Rather it will be 2 reductions of 20%, which will not add up the same as a 40% reduction would. Filofax1us 06:48, 17 April 2012 (UTC)
